Mr. Woods is successful serial entrepreneur and accomplished businessman. He is President of International Biodiesel Inc, Carbon Management Inc, Sustainable Development Group Inc, Cyprus American Fuels Ltd, and Cyprus Biofuels Ltd. Dane is also a service partner in “Go Green Consulting LLC”. His partners include; Cruz Bustamante, former Speaker of the Assembly and Lieutenant Governor for the state of California, Paul Fickas a nationally respected political consultant, and Paul Galindo, a former lobbyist and consultant for the California energy sector.

Jim Conlow: Project Management/Finance

James Conlow is a native Californian whose family has been in real-estate development and construction for four generations.  He was recruited to Parsons which offered practical management training and experience on major projects. Jim then started his own company, Conlow Construction, which successfully completed energy projects (including solar and wind energy farms) and commercial projects as well as high quality residential.  

In 1985 Conlow Construction was acquired by CSS where Jim became the Executive Vice President. At CSS Jim had complete operational and profit and loss responsibility for hundreds of millions of dollars in real estate development projects including mixed use, commercial projects, manufacturing, retail, multi-family residential, healthcare and bio-tech. In 2001, Jim invented an improvement in the management of development projects. A description of this can be found in the publications. This improvement includes use of practical lean production principles and modern technologies. Jim applied for patents, which are pending, and started Cortexion, Inc. Cortexion completed the technology platform and has provided services and technology for several years. Cortexion provides a full range of services to help project owners achieve total mission success at lowest cost and risk.

Larry Blaine, Ph.D. is a nationally-recognized business consultant with over 35 years of business experience.  He is the founder and president of Decision Path Management, a consulting firm specializing in helping clients start or grow their businesses.  Specifically, Larry’s background includes administrative and financial management; strategic planning; management of franchising, licensing and other distribution systems; government liaison; preparation of business plans; launch and roll-out of marketing campaigns; production and operations analyses; and, feasibility studies.

Governor and Speaker of the California Assembly.  Appointed the most environmentally friendly Coastal Commission in it’s history, Co-chaired the California’s Building for the 21st Century Commission, honored as Coastal Hero by Robert Kennedy Jr. and is a private consultant to several energy efficiency companies.

Carbon Management Incorporated’s (CMI) Statement of Business Ethics.

CMI dealings with the private sector include purchasing goods and services, joint ventures and the complete contracting out of activities once performed by CMI.
This Statement of Business Ethics provides guidelines on what to expect from CMI and explains the mutual obligations, roles and constraints of all parties. All individuals and organizations that deal with CMI must adopt these standards of ethical behavior. The standards comply with Government guidelines for procurement, contracting and market testing.

CMI requires its employees and contract staff to:

  • Comply with CMI and government policies and procedures.
  • Show fairness in their treatment of all individuals or organizations that supply goods or services to CMI.
  • Encourage fair and open competition while seeking value for money.
  • Try to minimize costs to suppliers participating in the procurement process.
  • Protect commercial-in-confidence information.
  • Deal honestly with suppliers and pay accounts on time.
  • Always be accountable and act in the public interest.
  • Avoid situations where private interests conflict with public duty.
  • Not solicit or accept financial or other benefits from a supplier for performing official duties.
  • Respond to reasonable requests for advice and information without delay.

Tenderers, suppliers, consultants and contractors are expected to:

  • Respect the conditions and requirements stated in documents supplied by CMI.
  • Present information concisely.
  • Comply with any codes of tendering and practice that apply.
  • Respect the obligation of CMI staff to comply with government procurement policies.
  • Not act fraudulently or secretively.
  • Prevent the unauthorized release of privileged or confidential information, such as commercial-in confidence information.
  • Not discuss CMI dealings with the media, without consulting CMI first.
  • Respond to reasonable requests for advice and information.
  • Not offer CMI employees or contract staff any financial or other inducements which may lead to, or be seen as leading to, gaining an unfair advantage in dealings CMI.
  • Comply with CMI post separation employment guidelines.
